Certain widgets can only be added to certain zones.
"Why," you ask? Because we want profile pages to have freedom of customization, but also to have some consistency. This way, when anyone visits a deviant, they know they can always find the art in the top left, and personal info in the top right.
Don't forget, restraints can bring out the creativity in you!

Your chrome on black ps3 theme is the best so far in my opinion, and it proving very hard for u to outdo urself in my opinion.
On the brighter side of things, the Chrome on black is one of my top 10 favorite PS3 themes. Yours actually ranks higher than the 2 best I made that I would consider my favorite.
